The QT-2PC has its roots in the late 1950s in the US Navy's X-26 Frigate program, a test pilot training program for the inertial coupling phenomenon.

"As the airplane got faster and the wings got faster, the wings got smaller because they didn't need lift," Barlow said. “As the wings get shorter, you have more instability in your fuselage than in the wing. If you roll the plane, sometimes the instability can move back and forth as an intermittent process. And then the plane falls."
The X-26 was based on the Schweitzer SGS 2-32 civilian glider, which had an impressive wingspan of about 60 feet, providing slower control response than the high-speed jets being tested at the time. Practice sensing the onset of inertial coupling.
By 1967, Lockheed was interested in creating a quiet, lightweight surveillance and observation aircraft, and came up with the idea of mounting the engine on a sailboat.

Lockheed felt they could combine the aerodynamics of a sailplane with a slow propeller to get the results they were looking for, so the Navy supplied them with two X-26s. After the aircraft was acquired, the engine was not mounted in the nose or wings of the aircraft, but was mounted closest to the center of gravity behind the pilot and observer.

Lockheed wanted the plane to be as quiet as possible, so the engine they installed was only about 100 horsepower, but even then the plane didn't need that much power, Barlow said. In January 1968 Two QT-2PCs were sent to Southeast Asia for combat evaluation. Shortly after, the Tet attack failed, allowing the aircraft to prove its worth.
"The QT-2PCs with their multi-role crews would fly over the hot regions night after night and fire a few rounds while the cannons were firing," said a museum volunteer. "They flew night and night for weeks and the enemy didn't notice, they flew flawlessly."
Through these missions, the sailors were able to gather a great deal of information, including spotting sambas arriving from Vietcong bases and supply centers. Saigon has been confirmed as the target of their attack, and friendly forces are now planning to counter the threat, Barlow said.

After the aircraft were successfully evaluated, they were returned to the US Naval Test Pilot School in 1969, he said. There are only two tails, marked as numbers 1 and 2; Tail No. 1 is currently in the collection of the American Air Museum.
